The Promise is a nationwide initiative, developed following the Independent Care Review, committing Scotland to ensuring all children and young people grow up loved, safe, and respected. This promise aims to implement the review's findings and create a new system of care that prioritizes the needs of children and families. The initiative is overseen by the Promise Oversight Board and is expected to be fully realized by 2030.

The Children (Care and Justice) (Scotland) Act 2024 is a piece of legislation that aims to improve children's experiences within both the care and justice systems in Scotland. It focuses on ensuring that children are treated with care and respect, particularly those who may be involved in the criminal justice system.
Key changes:
- Children’s Hearings (Scotland) Act 2011 amended – a ‘child’ will now be defined as anyone under 18.
- All children under the age of 18 years old will be treated as children within the Justice systems and criminal proceedings.
- No children under the age of 18 subject to remand, committal or sentence will be detained in a Young Offenders Institution.
